Mr. Masson has directed large organizations in both the public and not-for-profit sectors. He spent 23 years with the City of Memphis government. Over his last seven years with the City he served as the Chief Administrative Officer where he was responsible for directing the activities of all administrative and operating divisions of city government including budget development, strategic planning, and management of daily operation of over 6,500 employees. Before becoming the Chief Administrative Officer he served as the Finance Director.
He served as the first Executive Director of the Shelby Farms Park Conservancy. In this role Mr. Masson was responsible for directing the conservancy in its fiduciary responsibility of overseeing the management, development, funding, and operation of Shelby Farms Park, one of the nation’s largest urban parks. He previously served as the Executive Director of the Plough Foundation. Prior to returning to Plough he worked as a consultant with Caissa Public Strategy.

Courtney joined the Plough Foundation in 2015 after serving as Director of Fellows for the New Memphis Institute. Prior to her work with New Memphis, Leon served as Director of Programs for the Institute for Philanthropy and Nonprofit Leadership at the University of Memphis. She also held the positions of Grants and Communications Manager and Program Associate at the Hyde Family Foundations between 2006 and 2012. Leon began her career with the Greater Memphis Region Planned Parenthood and is a graduate of The Ohio State University.
Courtney and her husband, Shelby County Schools’ Chief of Strategy and Performance Management, Bradley Leon, are parents to two boys, Charlie and Samuel, and to Roosevelt, their rescue dog.

Chief Financial Officer
After a long history of excelling in senior-level corporate financial positions, Bob signed on as Chief Financial Officer for the Foundation in 2009. Prior to joining the Foundation, Bob served some of Memphis’ top companies including Federal Express, Buckman Laboratories and GKN Parts Industries. He holds a Bachelor of Science in Accounting from Drexel University in Philadelphia and a Masters of Business Administration from the Katz Graduate School at the University of Pittsburgh.
Bob is a Certified Public Accountant and holds memberships and leadership positions in numerous professional organizations.

For nearly 25 years, Joann has provided executive support to the Board Chair and Executive Director at the Plough Foundation. Joann’s affiliation with the Plough organization did not begin in 1990 when she joined the Foundation. In fact, Joann served as Administrative Assistant to the Vice President of Advertising and the Vice President of Sales for Schering-Plough Healthcare Corporation from 1983 until 1990.
Joann also serves as the Foundation’s expert on tracking of grants and on the Foundation’s software and IT systems.

Director of Research & Evaluation
Katie has a Bachelor of Science from Mississippi State University’s College of Education and a Master of Science in Criminal Justice from the University of Alabama’s College of Arts & Sciences. Her master’s thesis, “The Role of Parents’ Incarceration in the Emotional Health and Problem Behaviors of At-risk Adolescents” was published in the Journal of Child and Adolescent Substance Abuse.
Prior to joining the Plough Foundation in 2011, Katie served as Community Outreach and Public Policy Associate for The Urban Child Institute.
Katie is the Foundation’s lead researcher and has overseen an intense data collection and stakeholder convening around the issues of aging. Active in numerous community organizations, Katie lives in Midtown Memphis with her husband, Tom, and their infant son, Jude.
